Have you ever had any data in this PostgreSQL database before?

I am not sure if I understood the question - but obviously I have a database with several hundreds of thousands - if not millions - hands in it.

If there wasn't data in the database, deleting and reinstalling would be easiest as it sounds like this is likely a permissions issue.
