Can`t run my old databases

Can`t run my old databases

Since i tried to become PT3 running, i now get an error in Pt2 that says: Unable to connect to datbase 101-SQLState=08001
Could not connect to the server
Could not connect to remote socket"

What shall i do now to become my Postresgl running.
