Yes, that's right.
I'm concerned you are getting this error because it seems like you may have run some sort of utility on your computer that deletes files with names like "empty" and deletes files of 0kb? At least thats' when I've seen others get have this problem. With PT, it's not a big deal if it deletes this file because you can just download the latest patch again and it will put the file back. The problem is with PostgreSQL. There are a number of PostgreSQL files that are 0kb in size but PostgreSQL still needs those files. If the utility deletes these files then you are pretty much out of luck getting them back unless you have a recent backup.
So make regular backups of your PostgreSQL db's and if you are using this type of utility, consider not using it or telling it to not touch the PostgreSQL folder if that's possible.
